Online Course Development Process

Faculty interested in developing online courses will be supported in the design, development, and delivery of online courses. In order to provide the best support, the Center for Distance Education created processes and expectations for course development. 


All online courses will be reviewed and approved every 3-5 years as determined by the department. Please refer to the complete process and application below.

IF you already have a course developed, submit a ticket and request the course be copied into the new Blackboard template.

IF you do not have a course developed:

  1. Obtain permission from your Director or Chair to develop an online course.
  2. Develop a new course using an old course for review.
    • Once your semester course has been submitted by your chair for processing by the Registrar via Banner, your course shell will appear in Blackboard.
    • After the course is approved, you can request a copy to the course shell for the new semester.
    • DE is prohibited from creating course shells in Blackboard before the semester schedules have been approved by the Provost and Registrar.
  3. Begin development of the course utilizing the course template.
    • Do not delete the "Start Here" module as it contains important information for all students and assists the instructor to meet certain Quality Matters™ (QM) Standards. 
    • 25% (at minimum) of the course will need to be developed prior to review.
  4. In order to ensure the quality of online courses taught at the college and to be in compliance with U.S. Department of Education rules regarding Distance Education going in to effect December 2021, the regular and substantive interaction guidelines must be followed by all faculty teaching fully online or hybrid courses.
  5. The Center for Distance Education can assist with the integration of your course materials into an online environment utilizing pedagogical best practices for online learning and student success. If you are interested in scheduling a consultation with an Instructional Designer, please send an email to distanceed@nnmc.edu. 
  6. Complete the Pre-Review Matrix, which is aligned to the QM standards 6th edition rubric.

  7. Send your completed Pre-Review Matrix to your Director or Chair who will submit an Application for Online Course Review (see further information on the next tab).
    • If a course has previously received QM approval as an 8- or 16-week course, and the length of the course is changing, the instructor will submit to the chair a new Pre-Review Matrix. The Chair will submit an application and note that the course is to be reviewed for a change of course duration or structure.

      • Summer courses must be submitted for review by May 5
      • Fall courses with an August start must be submitted for review by July 28
      • Fall courses with an October start must be submitted for review by Sept 8
